Zelensky Asserts He Lacks Clear Security Pledge from Allies
President Zelensky has stated that European allies have failed to provide solid assurances that they will defend Ukraine in the case of a new Russian aggression.
"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.
His comments come a day after the UK and France signed a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.
However, comprehensive defense assurances have not been agreed. The US, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a commitment at talks in Paris on the previous day.
Details of the Paris Talks
Following the negotiations in Paris, which included some 30 countries that form the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said thousands of troops may be sent.
Partner nations suggested that the United States would assume a leading role in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.
The Russian government has not yet commented on the announcement made in the city of Paris.
President Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow now occupies about one-fifth of Ukraine's land.
The President's Evolving Stance
The UK Prime Minister characterized the bilateral declaration as "a vital part of our commitment to stand with Ukraine for the foreseeable future".
He added: "It establishes the pathway for the juridical structure under which British, French and partner forces could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the years to come."
The Ukrainian leader praised that accord as a "significant leap of progress".
A day later, however, he seemed more cautious.
"I perceive the determination, the political will, and that the allies are prepared, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if nations in Europe would defend Ukraine.
"However, until we don't have such security guarantees - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this question cannot be answered. And should they materialize, you must ultimately depend primarily on your inherent capabilities."
Persistent Challenges and Fighting
The Paris talks were also significant due to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.
One envoy stated the allies "largely finished" their work on agreeing security protocols.
Last week, Zelensky said a settlement was "ninety percent complete".
Territorial concessions and defense pledges have been at the forefront of unresolved issues for diplomats.
The Russian leader has consistently stated that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to end the war.
Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.
Moscow currently controls about 75% of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions form the industrial Donbas region.
Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Moscow is also achieving incremental advances in capturing more Ukrainian territory.
Ukrainian forces have retaliated at objectives inside Russia with drones, though with more limited success.
